I don't know if Photoshop Elements has the "Bicubic Smoother" and "Bicubic Sharper" options for resizing images, but for enlarging images the "Bicubic Smoother" option is Adobe's answer to the "10% increase" method.

Yes Photoshop Elements does have the Bicubic Smoother (and Sharper) in the more recent versions (I think it is PS Elements 4 and higher).
