Color profiles will help standardize your color. It can't account for every TV or printer, but if you set all of your devices to use the same sRGB Color Profile you'll come as close as possible.
With your photo open in Photoshop Elements, go to the Image menu and select Convert Color Profile and ensure that the sRGB option is selected, per the attached illustration.
On Windows, click the Start button and type in Color Profile. Select each Device (your monitor(s) and your printer) and, with each selected, check the box to Use My Settings For This Device. If you look under the All Profiles tab for each device you should see sRGB set for your Device and Viewing Profiles. For good measure, go under the Advanced tab and set Device and Viewing Profiles to sRGB.
If you want to go extreme, you can also calibrate your displays using the button under this tab.
Close this window and save your photo.
This system is designed to ensure your devices, your operating system and Photoshop Elements are set to the same color standards. But then you have to consider what program you're viewing the photo in Windows on also.
