cannot open the editor in pse 11

Get an error message about scratch disks and permission from administrator. Also happens when I try to open psd images in explorer.

the msgs are: "Could not open scratch file because the file is locked or you do not have the necessary access privileges. Use the Properties command in the windows Explorer to unlock the file."

"Could not initialize PSE because the file is locked or you do not have necessary access privileges. Use the property command in the Windows Explorer to unlock the file"

The "Organizer" function seems to work OK.

Tried to follow that post, but my attempt didn't solve the problem. Will try to find someone who knows about owners, administrators, etc. as this is probably where the problem lies.

I am able to open PSD files in PSE 7.0 and PScc 2014 but not PSE 11. Could it be that PSE 11 is corrupted and needs to be reinstalled?

Since you can open them in PS CC 2014 and PSE 7.0, it could be an issue of a corrupted install of PSE 11, a corrupted PSE 11 preferences file, or a bad scratch file. Try resetting the preferences file first. From the user manual:

"Do one of the following

Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately after Photoshop Elements begins launching. Click
Yes to delete the Adobe Photoshop Elements settings file.

Go to Edit > Preferences (Mac: Photoshop Elements > Preferences > General), click the Reset Preferences on next launch
button, and then click OK. When you restart Adobe Photoshop Elements, all preferences are reset to default settings.

A new preferences file is created the next time you start Photoshop Elements."

Premiere Elements defaults to placing the scratch file on the system drive. If that drive does not have enough space, you could have similar problems. If you have a second drive in your system you can try changing the location of the scratch disk to the other drive. From the user manual:

"1. In Windows, choose Edit > Preferences > Performance. In Mac, choose, Photoshop Elements > Preferences > Performance.
2. Select the desired disks from the Scratch Disks listing (you can assign up to four scratch disks).
3. Select a scratch disk and use the arrow keys next to the Scratch Disks list to rearrange the order in which scratch disks will be
used.
4. Click OK, and restart Photoshop Elements for the change to take effect."
