Can't see video from phone in premiere elements 2018
Windows 10 Pro, 64-bit; Adobe Premiere Elements 2018, Version 16.0 (20170902.daily.1297587)
Video was shot on Samsung Galaxy S23, Model: SM-S911U
Playback without issue on PC using VLC media player v3.0.18; however, VLC's convert to AVI never did anything, just stalled.
Windows Video Editor, Microsoft Photos 2023.10030.7003.0 complained "These files have properties that can't be read, so we couldn't add them: 20230401_150732 - Copy (2).mp4"
Microsoft Clipchamp Video Editor, Import media, Preparing... took several minutes, eventually loaded and displayed this 6-minute 34-send clip.
Can't see video from phone in premiere elements 2018 - Is this issue caused by simply missing codecs? Or does it nudge me closer toward a different path than propping up 5-year old video editing software?
I've got quite a bit of video shot from my phone. Some of which includes clips shot initially in portrait orientation which at some point during the shoot turns 90° into landscape orientation; a goodly bit of clip splits and rotations.
Any and all suggestions are most appreciated.

PS. I was so glad to find Steve Grisetti still kicking! I've followed him (and Chuck Engels) on and off back in the day of Premiere Elements 2, and their 'In a snap' series. On and off, have used Premiere Elements 10, 12, and most recently 2018. Thanks to him and all in this community!
