I have Prem. Element 13 (but I have newer versions I can update to if necessary) I have been unable to figure out how to put text ABOVE a video. For social media, many have short videos with a few words of descriptive text describing what the video is about in the area Directly Above the video, not on or in the video. Either white on black or black text on a white background. How can I do this in Prem. Elements?
Nope, that won't do it. First of all it doesn't put it above the video, it puts it in/on the video (where ever I place it but still in the video) and second the video is now the background and I want it to be on its own background as though I pasted a sign on top of my video
Need to scale the video down and make the overall size smaller so you can add something above. The video currently takes up the whole screen, there is no room for anything above the video unless you reduce the video size or increase the view-able area.
Steve, you asked me to give some links to examples of what I am trying to do.
Here are two links to video Instagram posts with captions on top of his videos. I am not familiar with Instagram, so I don't know if this is something different-- but it is what I am trying to do I think that possibly the captions above each of these video links gets written in text on Instagram and its just my ignorance thinking I can do it with the video
SO now I just need to learn how to put a solid background behind my text so that it shows up better in the video than when it is just written on the video's own background David

What Steve said above. Put the text on a track above the video that you want to add comment to. Use a (semi-transparent?) background behind the text.
So, for example, Track 1 - main video; Track 2 - (semi transparent?) background, scaled as necessary so as not to completely cover the image on track 1; Track 3 - text characters.
Those instagram links didn't open for me but I think he wants the text to be separate from the video not on top of it. So he will have to resize his video like Chuck stated above.

You are correct in reaching that conclusion, TreeTops, but the example links showed the text overlay as I had described it in my recent post above. So it would appear that the description of what the OP was trying to achieve was a little confusing.
