How to draw lines on video

I'm looking to draw lines, and perhaps other symbols, onto sprinting videos I am creating for coaching purposes.

I've got Photoshop Elements, Premiere Premiere 11 and the full version of Photoshop CS6 Extended.

Surely there must be something to help me accomplish this with all this horsepower available.

The Titler in Premiere Elements will let you draw some shapes and lines on a transparent background.
You can do something similar and with more options in Photoshop using a transparent background as well.

What is the purpose of the lines or symbols? Do you have an example you could show us?
If we have a better idea of what your goal is then it is much easier to help point you in the right direction
