Every time I open Premiere Elements 11 my desktop shows at the bottom of my laptop monitor. The boxes normally visible, upper right, to maximize, minimize or close do not show so I cannot simply click maximize to fit the program on my screen. The "Play Full Screen" icon is also hidden, as well as :File, Edit, Clip, Timeline...

I have to click on the bottom bar and drag and click and drag and click and drag until finally I get it right every single time.

This did not happen with either PreEl 9 or 10. Is there a setting somewhere I can change to prevent this?

The only way I can get at the min/max buttons is to unlock the taskbar if it's locked, then drag it back down to the bottom.

EDIT: You can also hold down the Shift key while you right-click on the taskbar button for Premiere Elements. You'll get a menu with the min/max commands.
