Animated circle in "Lynda", Grisetti tutorials

Any idea on how to create the animated circles/ovals that Steve used to highlight or draw attention to an object in the tutorial. Premier Elements 11.

Animated GIF or KeyFramed object?

Love the usage as it definitely draws the viewers eyes to the intended object.

That's something Lynda adds in post-production. I don't think it's part of the Camtasia program. I know it's not in the Camtasia Studio version we use here at Muvipix. As you've probably noticed, we just zoom in to emphasize a tool.
