In the help of premiere elements 11 is written:
You can insert markers while a movie or clip plays. Click the Set Unnumbered Marker icon in the Monitor panel, or press
the asterisk key, at the locations you want to mark.
But in monitor panel this icon no longer exists (it was in version 10).
Is so?

That's correct. The set unnumbered markers button is no longer on the monitor. Where did you see those instructions? They're clearly left over from a previous version of the program.

You can still set unnumbered markers, however, by pressing the asterisk key (the one on your number pad) or by selecting the Timeline Marker option under the Markers button on the upper left of the timeline.

Also noticed that I can Set unnumbered markers by pressing the asterisk key (the one on your number pad) only if I start play video by spacebar, if I start the video from play button in panel monitor does not work.???

The timeline panel has to be selected first. Just click anywhere in the timeline panel, then you should be able to use the spacebar to start and stop, while setting the markers using the asterisk key.
