You can also get much more precise adjustment by pointing with your mouse to the percentage number, click and hold the mouse button, and drag left or right. For even more detailed adjustment hold down the Ctrl key while you do this.

There is another way, perhaps more to your liking. If you simply click on the Motion effect in the Applied Effects panel, handles will appear around the image. You can adjust the motion parameters (scale, position, and rotation) directly in the monitor panel by clicking and dragging similar to how you would do it in Photoshop. If you don't see the handles, change the magnification of the monitor panel -- try 50% as a start.
