That's not really uncommon for that area, we lived not far from there for many years.
Grand Forks and East Grand Forks would get flooded almost every year it seemed, parts of Fargo as well.
Still it is sad that people lose so much.

One of my wife's relatives lives in a flood zone. They ended up rebuilding their house on piers, 12' in the air. It looks somewhat odd, but it keeps the house dry.
