Which is better for most player compatibility and reliability an 8x write speed disc or 16x write speed disc?
I'm not worriesd how long it takes to burn but rather want the best quality disc for playback.

If you burn with Premiere Elements, and don't have the option of choosing the write speed, then the 8x discs are better.
But if you burn with another program and set the burn speed to 4x, like Ed says, just get good discs and it won't matter. 1. Thinkpad W530 Laptop, Core i7-3820QM Processor 8M Cache 3.70 GHz, 16 GB DDR3, NVIDIA Quadro K1000M 2GB Memory.
