I must be quite naive about this, but why is there a need to blur license plates on vehicles in videos? I can understand blurring faces at times but what could possible happen by allowing your license plate to be visible?

The law is called the "Driver's Privacy Protection Act," and it was signed on September 13, 1994, by President Bill Clinton. The Driver's Privacy Protection Act, or DPPA prohibits the disclosure of personal information gathered by motor vehicle departments.

Thanks for the reply Sidd. Wouldn't that just apply to anyone working in the DMV releasing personal information? I can't see where knowing a license plate number would be beneficial to anyone unless someone in the DMV illegally gives up your personal information. I mean, after all, they are required to be very visible on ALL vehicles on the road. Just curious is all.

The author of that article apparently didn't know about the DPPA. DMV agencies can't indiscriminately release that information anymore. However, the DPPA provide a list of authorized uses where it can released. The DPPA is broader than just the DMV agencies and their contractors. It also has rules about how how the authorized users can redisclose or resell that information. That said, I don't believe the DPPA has anything to do with plate blurring.

I don't know of any laws that require that personally identifiable information be obscured in public photos and videos. Given how litigious society has become, I think it has more to do with protecting yourself from potential litigation. Even frivolous lawsuits can be expensive to defend.
