The educational version is discounted and proof of qualifying student or educator status must be provided to Adobe.
The Newegg offer is for the standard version. The educational version would be marked "student and teacher".

There are a few threads about Premiere Pro vs. Premiere Elements somewhere on these forums, but the single most important difference to me is sequences in Premiere Pro.

...and if you had ever used PrEl versions 1 or 2 the transition to PPro should be relatively straightforward (emphasis on relatively). The user interface of those versions of PrEl was quite similar to that of PrEl but there was still some learning to do after migrating to PPro.
