Taking pictures of landmarks and sites can be difficult, the more popular the location the more likely it is that people, vehicles, and other objects will get in the way obstructing your view. “Monument Mode” uses a new algorithm to distinguish moving objects from fixed ones, one-click and those obstructions are gone for good.

FYI, you can do this now (with a little more work) using Photoshop stack modes if you have Photoshop CC or one of the prior Photoshop Extended versions. The basic idea is to take a time lapse series of photos. Add them as layers in a single Photoshop document, select them all and convert to a smart object. This creates a stack. Once you have a stack, you can set a stack mode to process the layers inside the stack. The "Median" stack mode is the one that will do the disappearing act with the tourists.

If it takes a series of pictures I wonder how it is able to line the pictures up and keep a high resolution.

That may have been one of the reasons the phone was mounted on a tripod for the demo.
The app is reading the camera sensor at intervals, but it isn't saving them as separate photos. It's processing them and displaying the results of the median calculation after each sensor capture. It only saves an image when the user tells the app it's done. From the little bit we can see in the demo, the display isn't updating very quickly so either it's taking a lot of processing time between captures or they're using a fairly big interval to limit the amount of data they have to process. I would assume it's a bit of both.
If they are going to eliminate the need for a tripod, they are going to need to be doing the same sort of calculations done with panorama photos to align them. The camera position sensors aren't accurate enough to do it alone. But, they could be used to tell the user that the camera moved outside the usable limits.
