I didn't end up using it. I ended up making a few of my own snowflakes and used a track matte to show video through them.

The Squirls thing is really cool but takes some time to learn.

No, I did it with Premiere Elements and the photoshop files you will find at the link above.
There is a text file with links to tutorials about creating snow, for the most part just put the PSD files on separate tracks and keyframe the motion.

You can open any still image in Squirls and create an AVI file with it snowing in your picture, pretty cool and worth checking out also.
