Indexing is a process whereby Premiere Elements creates a temporary file in the media cache to prepare for frame accurate editing and preview of video such as mpeg which is not inherently frame accurate due to the compression technique used to encode it. Yes, there are a number of ways to do that. Android phones can generally be connected to the pc via the usb cable that came with the phone and the files can then be transferred. How you do it can vary by phone, which phone are you using?

Go ahead. Premiere elements will recreate them if they are needed. FYI, Pek files contain the data to draw the wave forms of the audio on the time line.

Camera View has its uses, but, for most situations, I usually use the Basic 3D effect. Keyframe the Tilt property from 90 to 0 degrees.

I did notice that on the clips where the fading effect would not work properly, I had edited and split the clip very near the beginning or end of the clip resulting in a spliced portion that is very short in length.
