An alternate way to do that is to use a photo editor such as Photoshop Elements to make a black matte image the same size as the video frame but with the center cut out for the video to show through. I agree with Peru. Those old analog sets always cut off material and content was created with that in mind. You won't lose any significant content.

Are you aware that Premiere Elements 11 supports burning to dual-layer DVD+R discs? The capacity of one of those is 8.5 GB. Sounds like that should solve your problem.

How much over the capacity of a single-layer DVD is your project?

You really need that full 4K resolution. The problem is that the pixels are distributed over the entire 360 degree field of view and not concentrated into a 16:9 window. You're pretty close. But, there are a few gotchas. Both movies do need to be on the same timeline, but don't place any gaps between them.
