Cheryl has got it. In Premiere Elements 11, go to Publish & Share/Computer and select the AVCHD output with the YouTube HD preset.

This is, of course, assuming that your Project Settings are matched to your video specs.

I'm not sure why you're having any problems at all, IMHO. .dv files ARE DV-AVIs or DV-MOVs, which are virtually identical. They are the easiest format in the world to edit in a program like Premiere Elements. There should be no need to convert them or change their suffix -- though I suppose it would...
